Started in the summer of 2008 in an attempt to address the federal government's complaints of subjecting residents to excessive force by police officers.. Sara Lezama speaks one-on-one with Police Commissioner Novelle Francis on the issues, training and improvements currently taking place throughout the territory, and what steps VIPD is taking to insure a more transparent and effective police department.
